Consolidated Annual Performance and Evaluation Report (CAPER)
The U.S. Department of Housing and Urban Development (HUD) requires that all jurisdictions receiving annual entitlements from the Community Development Block Grants (CDBG) must prepare a Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER describes the way in which the CDBG funding was allocated during the City’s program year, January 1 to December 31. The projects/activities and accomplishments described in the CAPER principally benefit low- and moderate-income persons. Funding is targeted to areas where there is the highest percentage of low- and moderate-income residents in the City. The CAPER ensures accountability to the citizens and HUD by providing a detailed account of the actions taken by the City to meet the goals set forth in the City’s Consolidated Plan and Annual Action Plan.
